These aren't common at all, and I don't recall ever catching one as a kid, but over the past few years we've been seeing more and more of them in Buzzards Bay while fishing for sea bass, fluke, and scup (porgy). Nothing special about them, but I do find the fluke we catch are often stuffed full of them.
